    My gues is that your dog is acting like a dog. Animals lick themselves as a way of cleaning themselves. They really cannot run and jump into the shower and running threw the sprinklers or a ditch is not always an option. Animals like to feel clean as do humans. A mother licks her babies and since mother is not going to be around forever they must lick themselves clean. I wouldn't be worried about the licking if i were you.

      Wash him in oatmeal shampoo, and then give him bendryl, if that does not wrk see your vet. Also have you changed his food, also check for ticks.

        He could have a contact allergy to grass. I would consult your vet, and see if anti-histamines are in order, or if the itching is bad enough to warrant a steroid injection, or oral steroids to give him some relief.
