The birth certificate is a legal document. You would need a lawyer to help you through this. You would need the mothers signature, the fathers whose name is on the cert and the father whose name wants to be on there. Then you need a judge to say it's OK to do that.
Did the father whose name is on the B/C now adopt the child? That would make him the legal father and more difficult to change the name.
Why is it so important to change the name? In the end after all is said and done, nothing will be different except the knowledge of the name change. There may also be a whole lot of hurt feelings and strained relationships after all is done. This could go on for years, are you truly ready for this battle?
