Do Glaciers Form On Water?

Plz help me, I need the answer as soon as possible A.K.A. ASAP~! :)

    Glaciers do not form on water, as they need something solid for the snow and ice to compact on.  As they move down the slope, chunks of glaciers split off, or calve, into the water and form icebergs or floes, but the glacier was formed on land.
