There is no specific time at which a baby's eye-colour becomes permanent. Just as babies reach other milestones such as talking and walking at different ages, in the same way their eye-colour also becomes permanent at different ages, varying from case to case. Some don't change their eye-colour once they're six months old, some stop changing it when they are four, others when they are five. One viewpoint holds that our eyecolour undergoes a change owing to contact with chlorine and certain other salts in the water. So, when a child's eye colour changes it maybe due to more exposure to these salts either while washing, drinking or swimming. So it varies from case to case, depending on the child's activity.

a baby's eyes change to their permanent color between 6mos and 1yr. Their dominance is determined by the mother or father's eye color.
