Tails are docked in the first 2 to 10 days of life though some vet's won't even do it past 5 days old. After that the tail becomes actual bone and nerves and a part of the spine and it becomes a complicated amputation and no longer a dock and most won't do it for cosmetic reasons.  Amputation is an actual surgery with risk (and there is a vast difference in expense as well).
