    Yes, you can do this; it's possible to do it yourself if you know the size of tyre you need. Or  if you want more advice on the best tread for your needs, as well as getting the new tyres fitted for you, you can take the whole bike round to the nearest cycle shop and ask them to help you.

      Also, having slicks on a mountain bike does cut down the drag while riding in the city, as well as, a rider having less of a face first association with asphalt among potholes.  I ride often with thin tires on a mountain bike.  I also took my bike to a shop and they did suggest a pair of tires.
