The nails may be overgrown and that is why they are breaking.  Trimming them regularly on a weekly basis will help the quick (the vessel) recede and will keep the nails short.  The dremel tool can be used to grind down the nail--some people prefer this.  Some dogs are afraid of the noise, the sound, or the feel of the dremel.
I would have your dog examined by a veterinarian to make sure there is not an abnormality with the pads or the nail beds themselves.  Deep infection, immune disease, or tumors can cause abnormal nail beds and broken toe nails.

There are three possible reasons of the nail problems in dogs. These are

      • Fungal infection
      • Bacterial infection
      • Trauma
Above reasons can cause problems in in or two nails. If all nails are involve the the condition is related to genetic, immune deficiency and autoimmune disorders. Another reason can be cancer. Treatment is done after diagnosis of under lying cause. So my idea is to visit a vet and get proper diagnosis first.
