Society is not one homogenous mass. So, too, are drivers and the risk they represent to insurance companies. After all, a 17 year old who has just passed their driving test is much more likely to be involved in a car accident than a motorist is with 20 years driving experience.

It stands to reason, then, that there will always be demand for cheap insurance, especially among high risk driver categories. People, for instance, with no claims bonus history, the inexperienced driver, or motorists with convictions for drink driving or speeding. Cheap insurance meets a demand by offering, often the bare minimum of cover, for a relatively affordable price. Just don't expect things like courtesy cars to be included in the premium.

As well as high risk drivers, there are also those of us who regard having a car as a necessary evil. Believe it or not, there are people who view their car with the same affection as a saw or hammer - a tool to do a job. Consequently, giving large sums of money to insurance companies tends to be well down their list of priorities.
