Start with a simple household budget. Make a list of all your out going expenses and how much they cost.
Then settle on what you NEED and what you WANT. Keep the needs and decide which wants you can live without.
That should be one pretty good start. If you are still overwhelmed with expenses then you can go see a financial counsellor and have him/her help you out.

What helps also is collecting receipts or everything that you buy for 30 days, even cash purchases. What helps also is writing down everything you purchase in a daily notebook and what you spend the money on, then learn to zero in on reducing that particular expense.
