First of all make a package of your VB2008 program if you want only to run the program there.
But yes! It still dont work there. For VB 2008 works with .Net Framework 3.5
So Collect .NET Framework 3.5 or later from Microsoft's website which is being distributed freely.
After installing .Net Frame work 3.5 on that machine
now install your package that is made by U.
But It may still give you some problem if your windows Installer is not updated.
Then collect Windows Installer 3.0 or later from Microsoft which is free of cost  again.

    And See It works fine.

Please check if .Net framework installed in the second PC is same or higher than that of first PC.
Create a package of the entire software if you are wishing to deploy the application in more PCs.
For that, start a new package project in the same module.
Else, check the DLL files needed for your executable programs and copy the same from first PC to second PC and register them and then execute the program.
