If a regulator is going bad can it stop the flow to one or more of the burners but, not to the others?

If the regulator is going bad, the burner closest to the regulator will have the most flame and the fartherest burner from the regulator will have less flame. I would check for burner blockage
usually when a regulator starts messing up, it just quits, doesn't work at all!!
