US education is more about financial aid than scholarships. Getting in a high ranking US college or university is very hard specially with financial aid. Only some universities are need-blind (your applying for financial aid does not affect your application to that university) and the rest are not need blind. Here is a list of top ranked US colleges and universities for engineering:

Go through the websites for these universities (you can easily find those on Google). The websites tell what financial aid policies do these universities have(some colleges/universities do not give financial aid to international students).
Also, the www.collegeboard.com website can really help in searching for universities. Make an account and search there.
Congratulations on your O level result, although I can tell you that a great result is not an assurance that you will get in a university, but a great application can help. Remember to keep track of time. Most US universities have the 31st December deadline (means you have to apply before 31st December 2007 to get in a session starting in September 2008)
