The culprit is whoever strangled him.
Since we don't know WHY he was killed, hard to say exactly who should be blamed (other than the person or persons who did the actual act).

If it turns out he was strangled by a criminal gang connected to gambling cartels, then it seems to me that EVERYONE who indulges in gambling, especially making bets with these cartels, bears a bit of responsibility. Their bad habit encourages and supports violent nasty people.

But maybe he was just killed by a pair of irate fans. In which case you could blame a culture of cricket fanaticism. And everybody who encouraged that could perhaps shoulder a bit of blame.

Maybe it really was one of his own players, irate at their career derailment. My bet is not the players, though. Seems to me like you have to pretty well-adjusted psychologically to succeed at modern international sport -- too much self-discipline involved to be otherwise.

It doesn't seem like robbery (no signs of theft).

It seems like Woolmer knew his killers, or at least thought they were benign (no sign of a break-in, little evidence to suggest a struggle).

Killer(s) had to be large -- Woolmer was a big guy to overpower.

Seems odd that the hotel's own CCTV footage hasn't discovered who his murderous visitor(s) was. Maybe he (they) did crawl in through a window.
