Would I see the worms in his bowels if he had them? Someone told me that that is there way of scratching themselves his coat is flaky and looks dry but I was giving him olive oil in his food and it seems to have helped

Only when worms get really bad will you see it in the pooh. I definitely think it's worms to be honest and you should make a trip to the vet with a fresh pooh sample in a baggy and have them test it. The test should be fairly cheap. If the dog is scooting across the floor on his hiney he is trying to open the anal glands.
