If you have paid the money without renewing your lease in which it is written that you would pay 50$ for 2 cats then the money should be returned. The question is if you have not renewed the lease then you are living illegally. The landlord is taking the money according the previous lease. I don't think you can legally ask the money back from the landlord until you have a lease signed in which there is no charge for pet keeping.
