The person has not done a good job this year and the contract was not renewed. The person has asked me to write a letter of recommendation.

The most obvious answer would be that you don't write at all or simply refuse to do so since the person in question hasn't been good enough. If today you will write a letter of recommendation for him then tomorrow he will not take his job seriously again and will continue to do so until he falls on his face and you don't want that on your conscience do you? So the best thing for both of you would be to be straight forward right from the start.
