    Well it might be above average, but he's healthy if that's what you're asking. I'm 5ft10 and weigh 135 pounds so its a perfect size for him.

      Off hand it sounds like a healthy weight for the height. It is tall for eleven, but not that unusually tall.

      Whether it's an "average" weight for a child of that age depends on where you live.

      Body Mass Index calculators are roughly applicable to children, too.

      5'1" is 61 inches, or 155 cm tall.
      95 lbs is 43.18 kg.

      BMI = 43.18 / (1.55 * 1.55) = 18.

      That sounds a bit like a too low BMI -- but wait! BMI is least reliable for people under 5'2" and people over 6'0 tall. The supposedly ideal BMI numbers will make tall people too skinny, and let short ones get a plump. Your cousin falls into this category. Especially given your cousin is still a child, still growing.

      From British data, very similar to children in the US, average height + weight for an eleven year old boy are 143 cm tall, 34.5 kg (lower BMI than your cousin).

      For a girl, average height + weight at 11 are 133 cm, and 35.1 kg.

      So yes your cousin is a bit taller than average, but not by that much, and their weight is in proportion to their height.
