Dogs wee to show subservience; you smell his urine so you'll know he's not a threat to your dominance. That's what it means, in the dog world. He doesn't know you're not really another dog.

Most dogs outgrow it, but some are nervous 'wee'ers' for life. There are a few things you can do about it. Do try to make sure he isn't afraid of you; you can help him by being gentle and trying to boost his self-confidence a bit. Try to figure out what's made him so nervous; it might not be obvious to you, but it is to him.

Don't give him a treat or any other reward (like extra attention) right after he's peed -- otherwise he thinks the peeing is a great strategy. He wees, you feed him, easy to make the wrong connection.

Otherwise, watch for other triggers, things that cause him to let loose. Like being excited when you come home -- meet him outside on the lawn, let him wee there, only pet him a bit, give him more attention after a few minutes, when he's all pee'd out.

Ask around for an obedience school you can take him to; you can pick up lots of tips for behaviour issues there.
