If you want a happy kitten, don't let him outside.  Cats can live perfectly happy lives, without ever having to go outdoors.  Now, since he knows what it's like to go outside, he will cry and bother you incessantly to go outside, and then he wants to come in by you...it will go on and on.  In the house, you don't have to worry about wild animals who could get hold of him, and about him running in the street, or about being poisoned by something like antifreeze or some other poisonous thing in someone's garage or shed.  (Remember to keep anything that could harm him in a place he can't get to in the house, also).  His lifespan, could be shortened considerably by letting him go outside.  Give him plenty of toys to sharpen his hunting instincts, give him paper bags to play with, and play with him using interactive toys.  He really doesn't need to go outdoors to be happy.

Very true. Unless your pet is vaccinated & in a very safe enclosure, they should not be outside. Have u thought about getting another cat to keep yours company?

Over time I have found that there are basically 2 types of males, aggressive males, that will tend to meow and attack other cats, and passive males that hardly ever talk at all. You will need to get him fixed so he doesn't spray all over your house, and usually after they are fixed, they don't tend to meow all the time. Usually a vet won't fix the cat until they are at least 8 months old. Talk to your vet about this. Hope this helps.

At 3 months old he should be in the middle of his kitten vaccination series.  Your veterinarian should do a thorough examination at the time of vaccines to assess his health status.  Express your concerns about his vocalization at this time.  Some cats are very, very vocal while other do not purr or meow at all.
He should not be going outside before his vaccinations are current.  Concerns with outdoor cats include intestinal parasitism, trauma (fight wounds or hit by car), infectious diseases (feline leukemia and feline immunodeficiency virus), and toxin exposure.

He might just need love or a good treat.
