    Yes. Cold temperatures affect the tires. They could go flat in cold temperature but this is not usual. The chilled or cold air is denser. The nature and structure of molecules are tighter and strongly attached together. This results is a decline in the pressure gauge of the tires but it is not a great decline just a few psi. This decline in psi won't cause a tire to go flat though.
