On An Uneven Concrete Surface What Would Be The The Best Way To Lay 16'' Tile?

It depends how uneven it is. You can buy floor leveller and it comes in buckets. You just pour that where you want to lay the tile and let it dry then lay tile on top of it. If it is way too uneven you may need to put boards and padding to make it level. It would be kind of difficult to lay tile on an uneven surface.
