If On The 28th Feb I Had A Pregnancy Scan Saying I Was 6 Weeks 4 Days Pregnant Then On The 30th March 10 Weeks 5 Days Pregnant Is It At All Possible I Could Have Conceived On The 9th Feb Meaning The Scans Would Have To Be 3 To 4 Weeks Wrong?

So you think you conceived 9th Feb, which means that on 28th Feb you "should" have been 4 weeks 5 days pregnant. And on 30th March you think you should have been exactly 9 weeks pregnant.
That isn't that different from the figures you cited.
The consistency of the two scans suggests they are right and your dates are wrong. BUT
Pregnancy scans are notoriously inaccurate for dating purposes except between 11.5-13 weeks pregnant -- and even then, they are only 95% accurate within 3 days (the other 5% of the time they are unable to accurately date a pregnancy within 3 days... To get 100% certainty on a pregnancy date you really need to have undergone IVF. Otherwise, even at 12 weeks, the 100% error margin is probably about 1 week; "they" really can't date a pregnancy with 100% confidence any more accurately than within 1 week. And that's at the optimal point, 11-13 weeks.
All that I've written is based on one of the few studies (academic, published in peer reviewed journals) on the subject that you can find online.
SO, what I'm saying is, I'm not surprised you've had pregnancy dates all over the place, based on ultrasound. Ask for a scan when they project you'll be exactly 12 weeks. Add a 3 day (plus or minus) error margin around this.
