A marriage can take place in a prison if the Prison authorities agree the wedding can be performed there.  The Prison Governor has to sign a statement to this effect not more than twenty-one days before you give your notices of marriage. The prisoner must give their notice to the local Superintendent Registrar. The registrar will normally have to visit the prison in order to take the notice, this will attract an additional statutory fee.  You will also have to give a notice to the registrar of the district in which you live. The marriage, which can be civil or religious, must take place within three months of giving the first notice.

Marriage can take place at a prison. I would STRONGLY suggest you wait until he's released to partake in such a life changing decision. You've got your whole life ahead of you. To remain in true love isn't easy,  especially when you join the real world of responsibilities, like having a house of your own and all the bills that come with the daily living expenses. Right now this person that's in prison can not provide the finer things in life, unless he has rich parents and they are willing to provide for his wife. Take your time. Look before you leap.
