Basically a ceremony is set of formal acts, often fixed and traditional.  These are usually performed on a social or religious occasion.  When you marry, you have a wedding ceremony.

A celebration is a special social event such as party where you enjoy yourself for someone, so when people attend a wedding they are celebrating the wedding.
