What kind of strength are you talking about? Endurance?, pulling?, pushing?, lifting?, etc. There is no official strongest person ever but many believe that a man named Mark Henry was possibly the strongest.

They say it was about 50 billion people in world history so there is no so much chance
to know who was strongest them all as for most there is no any record and so far most
people are concerned with last hundred years no thinking about  before.

Bill Kazmaier.  He won the title three times from 1980 to 1982.  He would have won the title probably at least three more times if he wasn't banned from the competition from 1983 to 1987.  In 1988 at the age of 34 he was allowed to return the competition and was the runner up against eventual 4 time champ Jon Pall Sigmarsson of Iceland.  His countryman Magnus Ver Magnusson won the title 4 times several years after him.  Mariusz Pudzianowski of Poland won the title in 2002, 2003, 2005, 2007, and 2008.  I'd put money on Kaz to beat Pudzianowski, Sigmarsson, and Ver Magnusson in a strongman competition if all four were in their prime.  Most critics say that either Mariusz or Bill have been the strongest men to ever live.

Or, another possible strongest man of all time was Milo of Croton.  He lived in Croton, Greece during the 6th century BC.  His training consisted of carrying a young bull every day for years as it grew bigger and heavier.  Milo was known for his amazing feats of strength.  In addition he also was a 6 time champion in Olympic wrestling.  Milo was said to have been the greatest olympian of all time.

So either Kaz or Milo might be fair candidates for the strongest man ever.
