Yes, infant formula and a bottle will work just fine, but remember that there is no substitution for the moms teets. The puppies will try to refuse the bottle, but you will have to be patience and work with them. You will have to squeeze the milk out of the bottle nipple into their mouths and let them get a taste of it. It may take 24-48 hours for them to really want to eat out of the bottle and that is normal. But if you can't take the time to feed each of them with a bottle try to put some milk in the lid of a jar and see if they will lick it up. If they do then you can let them eat like that for about 1-2 weeks and then you can soak puppy food in the formula until it gets really soggie and then let them start eating it. I had five puppies to bottle feed earlier this year that were about 2-3 days old. Then after about three months someone had brought me two pups that were about 2 weeks old and I had to syringe feed them cause they were two little for a baby bottle and the pet bottles were to small. If you work patiently they will eventually catch on and will do fine.
But you have to remember to make sure that you feed them at least 4-5 times a day and slightly pull on the skin behind their neck to make sure that they are not getting dehydrated. If the skin goes back into place very easily then they are not getting dehydrated. If it goes back slowly then you will need to go and get some unflavored pedialite(store brand works great) and get some kool-aid to mix a little into it just for the taste and give to them.
I wish you luck and hope that they will turn out to be beautiful.

If she is not feeding her pups there may be something wrong with the puppies. If that's not it I would immediately go get puppy milk at the pet store. It tells you how to mix it. I would also advise you to call you vet or just take the puppies up there!!!

You will have to bottle feet the pups since the mother in uninterested. This is normaly in pet bulls especialy if it is her first litter. Or if possibly she was younger when she got pregnant. I have heard that you may want to skip the dogs first heat to get better results.
