Usually a university or tertiary education institution will offer a degree or course in arts that major in photography, but many of the best photographers start out being amateurs who have a lot of passion for their interest/hobby.

Yes, I recommend reading lots of books on photography, but it depends on what kind of photographer. Photojournalist? Sports? Portraits? Nature? If you really want to be a professional, college is the place to go.
