My A/c Turns Off And On When I Drive Or Stop,the Idle Goes High And I Have To Kick It To Come Back Down.i Have Check The Freon And It's Ok,what's The Problem?

My a/c turns off and on when i drive or stop,the idle goes high and i have to kick it to come back down.i have check the freon and it's ok,what's the problem?
