You should take a warm rag, not too hot, and clean the afterbirth off and make sure it is breathing. If you can get it to breath, then take it to a vet, or take it to the momma cat to see if she will let it nurse. If not, then take it to the vet to make sure it is healthy. They can tell you what to do from there.
