I think you would get in trouble with Animal Welfare if you try and do this, and quite rightly.  Think of something which does not involve another species.

If cat is young in age that is if it is a kitten then you can make it fly by tying it with a balloon filled with light gas. Kitten should be very lightweight. That balloon will when fly; kitten will also fly in the air. Otherwise it is not possible to make it fly. Do not try any other way, which can cause a cat to fall down. It is a quality of cats that they do not get hurt when they fall from height but it cannot be the case always so be careful while doing your project if there is any practical presentation.
