    William II was the third emperor of Germany,—also the very last. His time in power started, in spectacle and rite, June 15, 1888; it finished in the dark and dimness of night, brusquely earlier than the signing of the peace agreement, November 11, 1918. Other reigns have been longer in duration; none surpassed his in deeds. When his time in power began he said he would lead his people to "shining days." He did so; but "shining days" ended in hopeless night.

    Personally, William II was an able man, but he was not well balanced. In the premature days of his time in power, Bismarck disclosed to a friend that it would a few days be essential for Germany to imprison William II in an insane shelter. We have to keep in mind his extraction, his long line of intimates dating back to the Robber Knights of the Middle era, the entire used to the work out of despotic control. He thought he was exquisitely specially made to rule Germany; he said consequently in his speeches.
