Clitheroe in the C17 was a very small place.
It is difficult to assess the population from the period as 'call books' from that time, mention only burgesses and freemen.

The majority of the population were not mentioned.

in 1650 a commission under the Commonwealth Seal held an inquistion at Blackburn into the condition of Lancashire parishes. The Chapelry of Clitheroe was said to consist of the townships of Clitheroe, Chatburn,  Heyhouse, Mearley and Worston. It is estimated that around 400 families lived in these townships. There is no indication of family size or individuals but an estimate of around 1,000 people has been given. The exact figure for Clitheroe is not known.
the inhabitants were mainly engaged in agriculture.
C17 Clitheroe consisted of  row sof houses on each side of the roads. The streets were fronted by barns and stables, and most of the buildings were thatched. The history of Clitheroe deserves further research.
