    Can My Landlord Continue To Make Me Split Water Bill With Downstairs Neighbor Knowing They Have A Washer And I Don't?

    I was told that he is supposed to put in a second meter but seems as though he doesn't want to. Can he keep expecting me to pay half?downstairs says they will only pay half but use a washer constantly and I don*t have one and think this is very unfair. The downstairs people still keep washer always going and refuse to limit it*s use. Where can I turn to for help in this matter?

    I would report this to the local government code enforcement .sounds as if he is renting illegally since he does not have separate meters on the house for the upstairs and downstairs tenants.unless you signed a contract agreeing to this before you realized what you agreed to, then your basically stuck unless you move out. I would also keep track of the months and the bills collected for the water,electric and gas so that you can prove what you had to over pay for the utilities in order to get compensated for it when and if you appear in court. I am thinking that you do not receive the actual bills instead you pay the landlord . You need actual copies of the bills so you have the proof needed for getting compensated for over payment of the utilities. I don't know how your going to prove the difference in your usage of the utilities and the other tenants. Since there are no individual meters for the upstairs and downstairs.     My landlord has tenants in a 1 bedroom apt.below me. Landlord has the electric and oil bills in his name and charges them to me in addition to the rent. I receive copies of all bills. This is not fair!! I am currently being evicted for non-payment of rent but the actual amounts are due in part to the increase in the bills. They are still using heat and it is the 1st of June. As my electric bills have skyrocketed, I also pointed out the landlord that the tenants are growing marijuana and selling it. I have noted the increase of visitors. I have also been told about the hydroponics that is being grown by this tenant and I also there is an old radiator hole to the basement and there is always a bright light burning. Can you believe the landlord said to me that he does not believe that and that the tenants are entitled to their privacy. I am going to wait until I move before I contact the proper authorities.
