I Have Some Neighbors In Apt. Complex Who Continue To Stomp Out Cigarette Butts On Our Shared Patio/stair Area. They Did Not Accept My Offer Of Butt Can. I'm Tired Of Cleaning Up After Them. Landlord Doesn't Care. What Should I Do?

This is such rude behavior. I wonder why they wouldn't want a receptacle out on your shared patio? Maybe they want to suggest a different solution that they think would work better than stomping them out? It seems a small thing that you're asking of them. If you have already had that discussion, dear, talk to the landlord once again regarding your rights as his boarder to clean and satisfactory living conditions of the property where y'live. Y' may have some specific legal grounds for action against the landlord if he does not require your neighbors to discontinue their littering from your shared patio space.

Y' might wish to give a quick call to your state's office for renter's rights. I don't know what state you are in, but I know y' can go to google.com and type in:
"renters rights" + "[name of your state]" to bring up the your resources. Best of luck to you, dear, and I hope the nasty neighbors get their butts off your patio.
