Passports are issued by the Government. They are official documents of a person's identity and they cannot be bought or sold privately anywhere in the United States. Manufacturing or selling passports is considered a federal offence and can land a person in jail. Every city has offices where applications for a passport can be made by eligible persons; namely citizens of the United States.

You can contact your local cities City Clerk's office to make an application. These offices are generally open between eight thirty in the morning to noon, then in the evening between two thirty and four thirty.
