Can A Court Order Be Changed?

My ex husband was ordered to pay 300.00 in child support for our 3 children and he is allowed to carry one child on his taxes. He has no other burden due to no contact with them at all. He also was ordered to pay insurance for them. They cannot use it in the state we live in and he refuses to do anything about. How can this order be changed? It is unfair to me and the children.

Unfortunately a court order can not be changed. However, you can appeal against an order in a higher court. This higher court would review your case once again and will announce a suitable judgement which can be different from the one given before by the other court.
