Your doggie may have dermatitis. I had a dog with that and the vet had a special shampoo by Vetmed that costed around 15 dollars a bottle. I had to bathe her 2 times a week. The shampoo lasted a couple of months, but she was a small dog peekinese/pug mix. That shampoo did wonders and it also made her smell great.
