The establishment and efficient running of society is based on certain moral and religious rules and regulations. According to the Holy Quran, the Greatest Law-Giver is Allah Whose commands and rules are to be obeyed and followed. Those who do not follow these rules cannot be called Muslims. Islam disciplines man to respect law.
It develops the awareness that one day everyone shall be answerable for his deeds in front of Allah. Islam makes it clear that while man may escape punishments for his misdeeds in the world, he cannot evade it in the next. In order to create awareness among them people about the law, it is necessary that the rulers should themselves respect law so that the people may follow their example. This is illustrated by the following well-known incident in the Islamic history.
Hazrat Ali RA had lost his armour which he founded with a Jew. Even though he was the Caliph at that time, he presented himself with the Jew before the Qazi. But the Jew questioned the authenticity of the Hazrat Ali's son and slave, the two witnesses presented by Hazrat Ali RA on the plea that they were close associates of the Plaintiff.
