If a different battery doesn't help, nor a different charger (you may be able to try each of them without having to buy them by going to a local game shop that deal in used equipment, and asking their help), you most likely have a problem with the internal circuits. Now, if your PSP is too old to still be under warranty, you will need to either find a friend with steady hands, or if you trust yourself to be careful enough with changing small circuit boards in a delicate electronic device, then you will most likely have to buy a replacement charger board.

Many online 'after-market' stores sell just about all the components inside the PSP, and you should be able to find one that has the board with the AC plug on it. You will need to buy one, and carefully disassemble the PSP (taking meticulous note of where each screw comes from, as there are several kinds in the PSP, and they cannot be cross-located) as far as you must to get to the board you are going to replace (I recommend watching a few videos on YouTube about how to mod a PSP to become familiar with the processes involved in dis-assembly of a PSP). Then simply install the replacement board, and reverse the rest of the process to reassemble the unit, and hope for the best.

I wish you all the luck in the world, and hope you have a great day...
