Depends on what I'm doing....scraping the snow off the truck to go to work....a hoodie under my hooded coat, (yes, both hoods up) and zero degree gloves.
Out somewhere other than work.....my long heavy wool coat with a scarf and gloves.....I really despise snow.
Depending on the town / city you live in, you might try someplace like Dillard's, Macy's, Younkers. Some of the more upscale department stores I believe would have more choices to offer you than Wal-Mart. In addition, I believe the clerks are more helpful and knowledgeable about their products.

I have found some good hoodies from Wal-Mart and Target that have lasted several years. You can also try brand names stores like Areopostale, American Eagle, or Old Navy.
