If you are allowed 10 sick days a year with no excuse or loss of wages should you make sure you take them every year?

It depends on government regulations, as well ... SOME sick time is protected, where the company can't discipline you for using it ... But if you use more than that, even if you have a "bank" of it - the company may decide you're taking "too much", and discipline you in some way.

What would you do if you had a doctors appointment at 11:30 am and now it's 1 pm and I am still waiting? But if I don't see him today I have to wait another 3 months ? (I want to just walk out but maybe there were many very sick people before me?)  EDIT: I am thinking of just walking out soon.

Unfortunately, this is where we are with medical care.  I have a couple of ongoing medical conditions do I see 2 different doctors regularly. On occasion I've waited for 2 to 3 hours.  I hate when it happens but there you have it.
