I sent a first class mail little package and forgot to pay the fee. I left the money inside the mail box where the outgoing mail goes at my apartments yet my package hasn't been received. What happened to it?

If you put a return address on it, it will probably come back to you. 

It is unlikely that the letter carrier will apply postage and mail it for you--as a general rule he is not authorized to do that.
