What would be an appropriate penalty for someone who stole a 63 year old engagement ring from an 84 year-old woman, knowing that she was currently in hospital fighting cancer?

For someone so calous and dispicable .. There are many forms of punishment that could be deemed appropriate .. But, sadly .. The legal system doesn't work that way.
