Authorities say at any given time there're over 100,000 adoptable children in the USA. Should celebrities and regular folks adopt American children first? IMO I say adopt American Children First.

Of course American children must come first! We need to take care of kids of this land first! Then others will be thinkable.

Personally, I'd say to focus on American children first. Kind of the idea that we should help our own before helping everyone else. Maybe that's just me though.
