Who gets the money (or the larger cut of the money) when characters and TV shows/movies are based on real people and real-life events: The Actors (especially if they happen to physically resemble the people that their characters are actually based on) or the real-life People and their organizations (/law firms?)?

The studio ... VERY seldom do the people the show is based on, get paid.  Unless they wrote a book, and the show/movie is based on the book.  Otherwise, the studio changes "just enough" of the details that they don't have to pay the person anything.
