Maybe give her a date- one week. She needs to do a few things in that time or she's out!

  1. Get a job.
  2. Sign up for classes at the local community college.
Have a locksmith come and change the locks in a weeks time. Don't give her any room, at all. You know she'll just make excuses so don't budge. It's your house and your rules.

That sounds like a bad situation. It doesn't sound like she cares much about you or anybody else. I'm sure you talk to her but it's just not getting through, huh?
Tough love is sometimes tougher on the one who is giving it, but that doesn't seem to be doing much. Maybe you have to be tougher.
Maybe it's time to kick the bird out of the nest and let her fend for herself so she can learn how to take care of herself. Don't worry about trying to find somewhere for her to go, let her do it for herself. It sounds like you have taken care of her too much.
Is she not motivated to do anything? Job, school.....? What about her friends? Does she have any?
