^ is the exponentiation operator. It needs numbers on both sides (possibly negative numbers). +^1 is meaningless, as is -^2.
2^3 = 2*2*2 = 8
Log27 9 is meaningless. It could be taken to mean
Log[base 27, 9]
Log[27, base 9]
Log[27*9]
Log[27]*9
