There's not a lot you can do unless they're looking like they wanted to jump then you call the popo.

I mainly thought of it because it happened to me. I was on a 2nd floor roof fixing some shingles on a windy day and the ladder blew down. The homeowners were away. Luckily, that was after I started carrying a cell phone. :) After I was finished, I made a call back to the shop.

Funny you should ask! This did happen to us! We drove by and I kid you not.... There was an older woman on her roof.... SWEEPING IT!!!! At first I thought she was crazy taking spring cleaning to a whole new level! So I kept her in prayer. Each time I drive by she is out doing something "manly" in her yard. I came up with a story that she is a widowed woman. Last week I almost stopped. I have a feeling I will one day. She never has anyone with her or helping her. Last week.... SHE WAS PUTTING UP A FENCE! A wooden fence! By the time I got back around to her... The little stinker already had it put up! I'm curious about her. I'm still trying to think of a clever way of introducing myself to her... Just so she don't think I am crazy if I ask her if she needs help in anything! She intrigues me and amazes me. Maybe I should just catch her weeding one day and tell her that. She may be encouraged by the compliment.

No, her house is located on a route I take at least once or twice a week. (Use to be more when we were having lots of car troubles. Plus I would grocery shop at a store past her house.) Just the easiest quickest route to where I need to go often. Lol!

I would probably just wave.  People have lots of reasons for being on their rooftops at this time of year ... Christmas decorations, leaks, clearing windstorm debris.  (If I had any doubts, I'd probably take another peek after an hour or so.)

Wave. My neighbor has been on his roof for the last 2 days. He is putting up his Christmas lights. He enters the local light contest. He came in first place last year.

I would probably do nothing if they’re perfectly fine, but if they are in some kind of trouble, I’d call the police and help that person
