How do you deal with speaking to people who constantly interrupt and talk over you?

I usually avoid rude people like that

Knowing that they usually do that I preface what I'm going to say with... " This might be a long story and I need time to give you all the info. "

Omgoodness people like that annoy the H out of me.

Heard a saying...God gave us one mouth and two ears for a reason. The reason being that we should sometimes listen more than we talk.

If the conversation is worth having, then I’d preface my talk with, “Are you done? ....then shut (tf) up.”

Their astonishment usually provides a window of silence to speak.

If the discussion wasn’t all that important anyway, I’d abandon it.

I try to stay clear of such people.  If I really needed to tell them something, I might send an email or a note in the mail.

Well, if I am not too close to the person I usually wait
until they finish talking before completing what I have to say. If the
conversation is important, I would tell them to wait a minute because what I
have to say is quite important. Sometimes I prefer to avoid them. However, if
it is someone close to me, I would, without hesitating, tell them to stop doing
so.

Sometimes walking away from people who won't let you talk is the best thing to do i see no reason to debate with one cause these type of people are out to win a argument.

"Excuse Me!" would you mind being quiet so I can speak?

If they still insist on interrupting, then I quit talking to them.
