I think that person may be in a pinch financially.
I would advise them to trade out of what seems to be an unsafe vehicle as soon as possible.
I would advise prospective passengers to seek other transportation.

There is no charge for repairs on the recall issue.

The jerking may not have anything to do with the recall but the service people would tell them what the problem is.

I personally wouldn’t ride in it.

Recall service is free. While having the recall work done, I am sure the mechanics can tell you what else is wrong and how much it would cost to fix. The jerking can be something as simple as a wheel out of balance.  And the gas smell a loose fuel line from the jerking.

And there is no such thing as a Ford Mitsubishi. Ford does not, nor has never owned or partnered with Mitsubishi. Mitsubishi was on it's own in 2013, but partnered with Renault and Nissan.

The picture appears to be a Ford Fiesta. I would contact your local Ford dealership about the recall repairs.
